CIMS环境下的企业经营过程重构研究摘要：本文简要介绍了企业经营过程重构的基本内涵，探讨了将企业经营过程重构的技术引入到CIMS工程当中去的必要性，并且较为详细论述了几个关键的技术。最后提出了CIMS环境下企业经营过程重构的方法和步骤。 关键词：企业经营过程重构；BPR；计算机集成制造系统；CIMS 八十年代中期以来，计算机集成制造技术和系统（CIM和CIMS）日渐成为制造业的热点，人们把CIMS看作二十一世纪占主导地位的生产方式，世界上许多国家和企业都把发展CIMS作为本国制造业或企业的发展战略，制定了许多由政府和工业界支持的计划，用以推动CIMS技术和系统的开发和利用。最近几年，又有一些新的制造技术和哲理相继提出并且被纳入CIMS体系当中去，大大丰富了CIMS的内涵。 CIMS的出现是科学技术迅速发展和市场竞争日益激烈的必然结果。CIM不仅仅是一项技术，更是企业组织和管理生产过程的一种哲理、思想和方法，而CIMS则是这种思想的具体体现。同其它具体的制造技术不同，CIMS着眼于从整个系统的角度来考虑生产和管理，强调制造系统整体的最优化，它象一个巨大的中枢神经网络，将企业的各个部门紧密联系起来，使企业的生产经营活动更加协调、有序、高效。 CIMS对企业的组织结构和经营过程产生了重大的影响，国外的一些企业在实施CIMS工程时，往往按照CIMS的结构和要求对企业的组织进行全面改造和优化。1990年，美国原马萨诸塞理工大学的Michael Hammer教授提出企业经营过程重构理论（Business Process Reengineering，简称BPR），引起了席卷欧美的管理革命浪潮，同时也为CIMS的思想体系注入了新的内容，目前对于CIMS环境下的企业经营过程重构研究已经成为CIMS研究领域的一个重要课题。一．企业经营过程重构的内涵 企业经营过程重构是充分利用先进的信息技术对企业的经营过程作根本性的重新思考和彻底改造，使企业在成本、质量、服务和对市场变化的反应等方面获得重大的改善，以显著提高企业的生产效率和在市场中的竞争能力。其基本思想是：（1）以用户的需求为中心，采用市场需求拉动的企业业务流程和组织形式；（2）精简企业组织结构，减少纵向管理层次，增加横向的管理范围，以灵活多变、基于项目组形式的组织结构代替传统的阶梯式组织结构，并且尽可能缩小中央管理部门的功能，而把更多的权限下放到业务部门；（3）最大程度地简化企业生产经营过程，剔除一切不增值的企业活动，加快业务流程和企业各部门之间的通讯；（4）企业经营过程和组织结构应同新的生产和管理技术相适应；（5）坚持“服务至上”原则，并且将供应商和用户作为重要的元素纳入到企业经营过程中去[1]。
