信用扩张 中央银行扩大货币供应量，降低利率，刺激总需求，进而刺激经济增长的一种货币政策手段（见扩张性货币政策）。 手段 西方国家在经济萧条时，为促进经济复苏经常采取信用扩张的货币政策。其主要手段有：①降低法定准备率，使商业银行能够扩大贷款，提高信用创造能力，增加货币供应量，降低利率水平，促进投资，从而增加总需求；②降低贴现率（或放松贴现条件），促进商业银行以合格商业票据作抵押向中央银行借款，商业银行不但可以不抽回对私人企业的贷款，还可以扩大对其贷款，从而增加货币供应量，降低利率，促进企业投资,扩大总需求；③通过公开市场业务买进政府债券,中央银行买入政府债券的同时会使商业银行存款增加，进而扩大其贷款，增加货币供应量，降低利率。另一方面，中央银行买进债券，使债券价格上升，根据债券价格与利率成反比变动的规律，利率水平会下降，从而促进企业投资，增加总需求。 理论基础 信用扩张的理论基础是西方经济学中的信用扩张论。主要依据是英国经济学家J．M．凯恩斯的就业理论。他认为，经济危机和失业产生的原因，是由于"有效需求"的不足，而"有效需求"不足则是由于社会消费需求和投资需求不足引起的。消费需求由个人边际消费倾向决定，而投资需求不足的重要原因之一是利率太高，而利率依存于货币数量，为此，凯恩斯主张用扩大货币信用量压低利率，以此刺激投资增加，从而消除经济危机和失业。 限制条件 在现代经济生活中价格基本稳定的条件下,如果用信用扩张推动缺少货币部门的投资,被价格上涨所抵消(以实物计算的货币支付能力的需求不变)，或超过经济的实际需求而过分地扩张信用，都将诱发通货膨胀，而不可能促进经济发展。在中国，为保证物价的基本稳定，很少采用以信用扩张为主的货币政策刺激经济发展，但也不排除根据国民经济发展某一时期的特定需要，向缺乏货币推动的个别部门适度扩大信用，以促使其发展。
