采购计划采购计划purchasing plan coi口以Jj ihua采购计划(p二has吨plan)为实现采购目标，对采购的具体内容、要求、方法、步骤及有关事项等，预先拟定的总体安排。采购计划按计划范围的大小，可分为单项采购计划和综合采购计划;按采购方式的不同，可分为合同订购计划、市场采购计划、招标采购计划、加工订制计划等;按计划期的长短，又可分为月份、季度和年度采购计划。通常把年度合同订购综合计划作为重点。 目的制定采购计划的目的，是使企业的采购活动有领导、有组织、有计划、有步骤地进行。因为企业的生产活动是按计划进行的，为保证生产不间断进行的物资供应也是有计划的，这必然要求取得资源的手段—物资采购—也必须按计划进行。只有按计划采购，才能满足生产的要求，保证物资供应;只有按计划采购才能形成采购批t，降低采购成本，提高采购质t。实践表明，不要采购计划的分散采购、自由采购，必然形成乱采购，为假冒伪劣产品进人生产企业提供可乘之机，不但提高了采购成本，而且使采购品的质量难以保证，对企业产品质t构成潜在威胁。 内容采购计划的内容应包括:拟采购品的名称、品种、规格、数量、质量、价格(可接受价格)、采购批t、采购时机、供货厂商的选择、供货方式的选择等。重点内容是:①数量。应确定合理的采购数量，可通过科学计算求出。采购数量=需用量+计划期末储备量一计划期初预计库存量。需用量是指计划期内，需要某种物资的数量;计划期末储备t是指在计划期末仓库里箱保留的物资数量;计划期初预计库存盘是指编制计划时的库存量加上期内预计进货量减去期内预计消耗t。②质量。对采购品的质量应作出明确、具体的规定(见采购资料)。③价格。对采购品的价格，应在调查研究和市场预测的基础上提出可接受价格。在实际采购过程中，还要通过询价、比价、讨价还价等办法，尽t降低采购价格。④采购批量。指在一定条件下，每次采购某种物资的数量。采购批量大可降低采购成本，但会增加库存，多占用资金;采购批量小，其结果则相反。所以应确定一个合理的批量即经济批量，使总的费用最低。⑤采购时机。即订购点。指在正常情况下，为经济合理地补充库存而确定的采购物资的起始时间。一般认为，当库存物资数量降低到理想最低存t与安全存量之和时，就应该办理采购。理想最低存量是指购备时间与每日需用量之乘积。安全存t即保险储备量。所以采购时机既是一个数量概念，也是一个时间概念。
