城市减灾应急管理城市减灾应急管理 应急概念是对应于特重大事故灾害的危险问题提出的。所谓危险，有人的危险、物的危险和责任危险三大类。人的危险可分为生命危险和健康危险；物的危险指威胁财产的火灾、雷电、台风、洪水等事故；责任危险是产生于法律上的损害赔偿责任，一般又称为第三者责任险。归纳起来，危险是由意外事故、意外事故发生的可能性及蕴藏意外事故发生可能性的危险状态构成，这也是应急管理各环节工作的出发点。 虽然人和动物对于某些灾害发生信息的感知相同，但反应则不同。如动物只能本能地避难，而人类能将所获得的有关灾情进行综合分析，从而选择最佳减灾行动。是否具备应急能力及减灾应急预案标志着社会、区域、企业、家庭安全文化的基本素质。事实上如果一个人平时具备较强的安全减灾文化素养及良好的心理素质，无论遇到何种突发性事故灾害，也能找到从容得当的应急方法。譬如火灾，并不是所有公众甚至安全救灾人员都通晓应急救火的方法。面对突发性火灾竟有哪些应急救火办法呢？归纳以下几种原则，即（1）报警，集中全力自救；（2）先救火，后搬运财物；（3）火场要尽可能保持秩序；（4）住在高层的人遇火，不应跳楼，应用湿毛巾堵住嘴鼻循楼梯而下，或沿已被火封住的楼梯冲出去，若楼道已烧毁，可利用竹竿、绳索滑下；（5）睡眠中发生火灾，应趴在地上葡匐，近地会有残留新鲜空气；（6）逃离火场的人应最后关闭火场区域的门窗，以防火势扩大。 应急管理及救助中心是事故灾害的“神经中枢”，它必须具备通讯、预警、灾情评估和监视、确定行动重点地带、协调及分配救灾力量、公众信息与新闻媒介等多方面的功能，同时必须要求各级管理者及公众熟悉应急预案的内容。对现代安全减灾来讲，最重要的是城市人口或企业人口的应急疏散。统计表明，有没有应急预案及疏散避难对策，灾害中人员伤亡可相差40%左右。 城市紧急救灾行动计划又叫救灾预案，是政府、有关部门、专业救灾抢险队伍在发生重大灾害时应采取的一整套技术措施、管理办法和行动的指导性方案。以下归纳十四项应急对策： （1）本地区灾情预测。（2）紧急救灾指挥系统的机构设置、职能和运作方式，与其它部门及官员的联络方式。（3）各类救灾队伍的数量、分析、配置和调用方案。（4）灾害信息网络的设计和启用，灾情监测与快速评估方法。（5）紧急通信系统的启用，各类通信设施在紧急情况下的统筹分工，灾区通信的恢复。（6）交通运输设施及能力恢复，救灾物资的运输方案，紧急情况下的交通工具征用和管制。（7）工程抢险和生命线的抢救与恢复。（8）灾民的抢救、疏散、转移和安置。（9）危险物品的处理和防护。（10）专业及群众性消防队伍的组织协调，消防器材的配置和调用，军队和武警队伍的调动与任务分配。（11）救灾物资的储藏和紧急调用。（12）医疗卫生队伍的调动和任务，抢救危重伤病员和防疫工作的组织。（13）紧急治安管制的措施及实施办法，群众治安组织军民联防组织的运作，重要场所的安全保卫。（14）各单位的救灾预案还应根据本单位的情况制定更具体的抢救灾预案。
