叠水河瀑布大盈江从北向南贯穿腾冲坝子,在流经云南腾冲县城西1千米的地面时,遇到1个巨大的断层崖。崖旁三峰突起,比肩兀立,水从左峡夺路而出,从46米高的崖头跌下深潭,然后继续奔涌向前。这里,河水仿佛被叠为二折,故俗称叠水河瀑布。瀑布飞泻岩顶,巨石蹲立,若龟似鳖形态各异。距水口数十步,架有1座双悬壁式结构的太极桥。桥上建一方形石亭,四角以方柱支撑,上置立顶,顶棚内镌刻太极图。亭下立石碑1座,刻有“滇西都督、大理提督张绍三(文光)于民国二年九月创建,李根源书”等字样。此桥造型美观,工艺精湛。叠水河西岸,有寺雄踞峰巅,名为龙光名,为三峰的中峰。从太极桥前沿中峰而上,过电站,至山门。大门正面为北洋军阀政府总统黎元洪题额"龙光台"三字,楷书,并有小识。背面为著名书法家吴昌硕书写的篆书"龙光台"三字,古朴挺秀,为书中佳品。过山门,石径三曲,至观瀑台。台为半圆形,前有石栏凭借,中有巨松垂盖,下有石桌石凳可以小憩。历代骚人墨客、文人雅士,常在此凭栏观瀑饮酒赋诗,并留下了不少诗词歌赋。过观瀑台,来到主寺,为中式庭院,两侧走廊壁端嵌有石刻12方,均是有关龙光台的诗文。
