标准物质管理标准物质管理control of certified reference material biaoZhun wuZhi guanli标准物质管理(control of eeriified此介renee比旧teri动对标准物质的研制、定级和应用方面的管理。中国标准物质的管理工作由国务院计量行政部门负贵，其工作机构受理《制造计量器具许可证》考核、定级鉴定的申请、组织评审、办理发证手续，并进行其他有关组织管理工作。 标准物质包括用于统一t值的化学成分分析标准物质、物理特性与物理化学特性测t标准物质和工程技术特性测量标准物质。企、事业单位制造标准物质必须具备相应的设施、人员和分析测量仪器设备，并向国务院计量行政部门申请办理《制造计量器具许可证》，其新产品必须进行定级鉴定，经评审取得标准物质定级证书，此证书统一编号，列人标准物质目录，并向全国公布。 制造标准物质的企事业单位必须对重复制造的每批标准物质进行定值测定和均匀性、稳定性检验，保证其技术指标不低于原定级的要求，严格禁止未取得许可证和标准物质定级证书的企、事业单位制造用以销售的标准物质。严格禁止没有标准物质产品检验证书和编号的，或超过有效期的标准物质销售和使用。 标准物质的管理还包含以下内容:①一级标准物质技术规范(刀Gl(X巧一1望抖)包括标准物质的制备、均匀性检验、稳定性检验、定值、标准的确定及总不确定度的估计，定值结果的表示，包装与贮存和证书等内容，其中对《制造计量器具许可证》标志格式、标准物质标签格式、证书的封面格式都进行了统一规定和提出要求;②标准物质的证书编号规则对证书的封面、内容与说明和参考文献等做了详细说明;③一级标准物质编号办法对国家一级标准物质的编号方法、形式、编号大类顺序等都提出了明确要求;④关于制备标准物质许可证的具体规定。(倪晓丽)
