《中国科学院文献情报工作暂行条例》 指导中国科学院文献情报工作的法规性文件。1978年12月在中国科学院第一次图书情报工作会议上拟定试行草案，1987年 1月由中国科学院第二次文献情报工作会议通过。共分 7章33条。①条例规定了中国科学院文献情报工作的性质和基本要求。指出中国科学院的文献情报工作是科学研究工作的一个组成部分，各文献情报单位是学术性的服务机构，其基本任务是为科学研究和科研管理提供文献情报保证。要求各单位努力做好文献基础工作，尽力加强情报工作，积极开发信息资源，及时提供优质服务；加强协调与合作，组成各种文献情报网络，逐步建成一个多学科、多层次、多功能的综合性自然科学现代文献情报服务系统，在保证做好院内服务的同时，积极向社会提供服务。②条例规定了中国科学院文献情报工作的体制和任务，指出中国科学院文献情报系统由院文献情报中心、院地区文献情报中心、院属各单位文献情报部门构成,实行图书情报一体化体制。院文献情报中心是全院综合性文献情报机构；院地区文献情报中心是中国科学院分院地区文献情报机构；院属各单位文献情报室是本单位文献情报工作机构；文献情报网是中国科学院各有关文献情报单位进行信息交流合作，更好地提供文献情报服务的联合组织；各单位可同院外单位开展多种形式的横向联合。条例分别规定了各级文献情报机构的任务。③在业务工作方面，该条例要求对全院文献资源进行合理布局；分类编目要标准化，要组织编辑各种联合目录，并逐步建立书目控制中心；要健全服务体系，做好参考咨询工作和宣传推广工作；情报调研要紧密结合科研和管理需要;要积极采用新技术;不断扩大院内外、国内外的文献情报交流与合作；积极开展理论、方法的研究与应用；加强科学管理，健全各种规章制度。④条例还规定了对工作人员的基本要求和培养、聘任、管理等原则，指出高、中、初级各类人员应有合理比例；强调文献情报人员是科技人员的一个组成部分，在政治待遇、职务聘任、成果评定和生活福利等方面应与科技人员相同。还对业务考核、成果奖励等作了规定。⑤条例提出在全院统筹规划下逐步建立地区和全院的计算机检索、管理和服务网络系统，建立各类文献数据库。文献情报单位的业务经费实行包干制。
