杰姆·克劳法 泛指美国南部各州自19世纪70年代开始制定的对黑人实行种族隔离或种族歧视的法律。杰姆·克劳原是19世纪上半叶黑人歌舞剧中一首歌曲的名称，剧中扮演反叛者的黑人在歌词中曾用杰姆·克劳的名字，以后就成为对黑人的蔑称。这种法律实质上是美国内战结束后南部各州白人种族主义政府所制定的"黑人法典"的继续，主要内容是通过征收人头税、选举登记、文化测验、仅容许白人参加预选、"祖父条款"（即法律规定本人或其祖辈在1867年参加投票者才享有选举权）等手段，剥夺黑人选举权；并在学校、住区、公共交通、公共场所（包括旅馆、剧场、公园、教堂、医院、娱乐体育场所等）以及就业、司法、军役、婚姻等各方面，实行残酷的种族隔离和种族歧视。自20世纪50年代以来，由于黑人运动蓬勃发展。通过《美国宪法修正案》第23、24条（见《美利坚合众国宪法》），国会制定的1957、1960、1964和1968年4部《民权法》,1965和1970年的《选举权法》，以及最高法院的一些判例（其中最著名的是1954、1955年"布朗诉托皮卡教育管理委员会案"判例，其中规定，公立学校实行种族隔离是违宪的），对黑人的种族隔离或歧视的形式，已从"法律上的种族隔离"（de jure segregation），即法律上公开规定对黑人实行隔离，逐步转变为"事实上的种族隔离" (de facto se-gregation)。
